Sir,

I have the honour to submit the following preliminary report for the information of His Excellency the Officer Administering the Government on the measures which have been taken to anticipate and to deal with the outbreak of Bubonic Plague during the current year.

In July of last year the Board made certain byelaws authorizing its officers to make a house to house visitation, cleansing and disinfection of premises in the Colony antecedent to the outbreak of the disease; and in October, immediately after the approval of the above byelaws by the Legislative Council, the Board sought the authority of the Government to incur the necessary expenditure incident to such house to house cleansing and disinfection, having previously informed the Government that the necessity for such action was occasioned by the extensive concealment of cases of Plague (by Chinese).

This work was put in hand in November and was carried out under the superintendence of the Medical Officer of Health and of the Assistant Medical Officer of Health; almost every house in the Colony being cleansed, disinfected and fumigated between November 1901 and March 1902, the objects of the fumigation being especially to destroy as much vermin as possible in view of the suggestion that the infection of Plague may be conveyed to man by the intervention of fleas, bugs, flies etc.

In December 1901 the Board further recommended that the gratings to the sewers and storm water drains should be protected.
